No judge is going to strike down the obscenity provisions of the law and open the doors to snuff/child porn, bestiality etc. So Customs routinely uses this provision to hold back whatever they feel like because there's no way to challenge them without going to court with all the costs that entails. There was a gay/lesbian bookstore in Vancouver BC that took the Agency to court several times for seizing their shipments, they would win their cases and Customs would just wait a few months and then start seizing their stuff again. Personally, I've had DVDs seized for being 'obscene' and yet I'll find copies in (the gay section) of an adult video store a few weeks/months later!
